In this paper we will analyze an international cooperation event among Brazil and many other countries and that took place in June, 1967, through the approach of complex interdependence. Analysis and hypothesis regarding the occurrence of this partnership will serve to the case study about the role of the Superintendence for the Development of Northeast (Sudene) in the mediation among Northeastern states interests and other countries interests.
